Meridian Quay, Swansea
Meridian Quay is a residential estate in Swansea, Wales. Easton Bevins were appointed to support the contractor to coordinate design, contract administration and full cost management services for a major programme of internal fire compartmentation improvements across six purpose built residential blocks.
The development comprised 168 apartments, each requiring significant remedial works to strengthen fire integrity and ensure compliance with modern fire safety standards.
The project also required the temporary relocation of residents during the works period. This added a sensitive logistical dimension, demanding careful planning and close communication between Easton Bevins, the client and the Principal Contractor to minimise disruption to residents and maintain their safety throughout.
The client required a comprehensive upgrade to the internal fire compartmentation across all six low rise blocks. Early coordination focused on understanding the existing construction, identifying areas of weakness and establishing the technical requirements needed to bring the buildings in line with current guidance. Ensuring clear communication and maintaining safety during relocation became an essential part of the project’s early stages, particularly given the number of apartments affected.
With the scope defined, the contractor alongside Easton Bevins shaped a delivery strategy that balanced technical compliance, resident impact and programme certainty. As Contract Administrator, the team coordinated design information between all parties, issued instructions and monitored progress to ensure the works proceeded in accordance with the agreed specification.
This structured approach provided the client with confidence that the project was being managed consistently and transparently, with clear oversight of both technical and contractual obligations.
Throughout the programme, Easton Bevins acted as the central point of governance. Regular progress reviews, programme monitoring and communication management ensured the Principal Contractor adhered to the agreed timescales and quality standards.
The team supported risk management and maintained clear communication channels between the client, design team and contractor. This helped resolve issues quickly and ensured the works remained aligned with the project’s objectives, despite the complexities of working within occupied residential buildings and coordinating temporary resident relocation.
As Quantity Surveyor, Easton Bevins provided full cost control across the £2.5 million programme. The team administered the contract value, monitored expenditure and provided accurate financial reporting throughout the project lifecycle.
Cashflow forecasts were assessed regularly to ensure financial predictability, while variations arising from site conditions or design development were reviewed and valued carefully to confirm they were justified and compliant with contract terms. Interim valuations were prepared to ensure payments reflected actual progress, maintaining strong commercial discipline from start to finish.
This commercial management approach gave the client reassurance that the project remained financially on track and that all cost movements were transparent and properly controlled.
During the construction phase, Easton Bevins oversaw the works with a focus on programme certainty, quality assurance and resident safety. The temporary relocation of residents required close coordination, ensuring movements were planned, communicated and managed effectively.
The fire compartmentation upgrades were delivered in line with emerging fire safety standards, with the team ensuring that workmanship, materials and sequencing met the required level of compliance. The collaborative approach between Easton Bevins, the client and the Principal Contractor helped maintain momentum and minimise disruption across all six blocks.
The project was successfully delivered from initial coordination through to completion. Easton Bevins’ combined Contract Administration and Quantity Surveying services ensured clear and compliant delivery, strong commercial control and accurate financial reporting across the £2.5 million programme.
Despite the logistical challenges of resident relocation, the works were completed smoothly, resulting in strengthened building safety, improved fire integrity and full financial transparency for the client.
