In Brief:

As part of a wider programme of essential fire-safety improvements across higher-risk residential buildings, we were appointed to act as Employer’s Agent for the cladding remediation works at 22 York Place, a multi-storey residential block in Leeds. The project formed part of the national effort to ensure external wall systems meet current regulatory standards and provide residents with renewed confidence in the safety of their homes.

The remediation was delivered under a design and build contract by CPM, the specialist fire-safety arm and sister company of Easton Bevins. CPM provide a comprehensive range of fire-safety consultancy and remediation services, including building fire-safety surveys, PAS 9980 compliance, fire-risk assessments, fire-door and compartmentation surveys, together with architectural design, quantity surveying and project coordination.

Easton Bevins’/CPM role focused on preparing the initial specification and Employer’s Requirements, managing the tender process, and overseeing the works on site to ensure they were delivered in accordance with the contract and programme.

Addressing key façade risks

Initial assessments identified several elements of the existing façade that required remediation. Certain components needed upgrading to align the external wall system with current fire-safety expectations including ACM Cladding in the lift shaft, timber cladding to internal and external areas and the absence of compliant cavity barriers.  Cladding remediation is rarely a straightforward replacement exercise; every building presents unique interfaces, construction details and constraints. Our responsibility was to translate the findings into clear Employer’s Requirements and ensure the contractor delivered a compliant and practical remediation solution under the design and build contract.

Delivering a compliant remediation solution

The completed works carried out by us addressed several areas of the building’s external wall system.

On the rear elevation, the existing timber cladding and spandrel panels were removed and replaced with non-combustible Cedral timber-effect cladding, new spandrel panels and compliant cavity barriers.

Within the inner courtyard, the timber cladding was replaced with non-combustible Cedral timber-effect cladding and cavity barriers were installed throughout.

The ACM cladding to the lift shaft was removed and replaced with aluminium panels, again accompanied by the installation of cavity barriers to improve fire compartmentation.

These improvements significantly enhanced the fire performance of the building envelope and ensured the external wall system met current regulatory requirements.

The introduction of the Building Safety Act has reshaped the approach to façade remediation. Building owners now require specialist support that combines regulatory understanding, fire‑safety expertise and practical delivery experience.
