There’s a well known saying that the strength of a community is reflected in how it cares for its older residents. That sentiment was front of mind on this project, where the priority was clear: ensure Treharne Row and Llys Cynffig – housing complexes for the elderly – remained safe, resilient and supportive environments for the people who call them home.

Valleys to Coast, a housing association based in Bridgend, identified the need for a comprehensive upgrade across both sheltered housing complexes. Having previously supported them on similar schemes at Hafan Deg and Lakeview Close, Easton Bevins were appointed as quantity surveyors to oversee the full project lifecycle. Working within live residential settings, we managed a programme of essential safety improvements, electrical upgrades, energy efficiency enhancements and wider infrastructure renewal – all delivered with minimal disruption to residents.

Delivering critical safety improvements

Fire compartmentation upgrades

Both complexes underwent extensive fire compartmentation works to meet the latest regulatory standards. This included upgrading fire stopping materials, sealing service penetrations and reinstating compartment integrity across communal areas and individual flats. These measures significantly reduced the risk of fire and smoke spread, strengthening overall building safety.

Installation of addressable fire alarm systems

Modern, addressable fire alarm systems were installed throughout the buildings, offering enhanced detection, improved control and faster emergency response. Fully compliant with BS 5839, the new systems provide greater reliability and reassurance for residents and staff.

Upgrading living conditions for residents

Renewal of assisted living telecare systems

Outdated telecare systems were replaced with digitally integrated platforms capable of remote monitoring, emergency alerts and real time communication. These upgrades support independent living and offer increased peace of mind for residents and their families.

LED lighting improvements

Communal lighting was upgraded to energy efficient LED units, improving visibility, reducing maintenance requirements and lowering long term running costs.

Rewire of Communal Electrical Infrastructure

A full rewire of the communal electrical power supply was undertaken, including new distribution boards, containment and trunking. This ensured compliance with current standards and improved system resilience for future needs.

Supporting energy efficiency & sustainability

Battery storage and inverter installation

As part of Valleys to Coast’s sustainability strategy, new battery storage and inverter systems were installed. These allow energy to be stored during off peak periods or from renewable sources, supporting long term carbon reduction and energy saving initiatives.

Renewal of glazing

Existing glazing was replaced with modern, thermally efficient double glazed units. This improved thermal performance, reduced heat loss, enhanced acoustic comfort and refreshed the overall appearance of the buildings.

Coordinating a complex live In programme

Delivering a refurbishment of this scale within occupied, sensitive residential environments required careful planning and clear communication. Easton Bevins coordinated all stages from initial specification through to final account, working closely with the main contractor, specialist subcontractors and Valleys to Coast’s housing and compliance teams.

Regular resident liaison, consultation sessions and thoughtful sequencing of works ensured safety was maintained and disruption kept to a minimum throughout the programme.

Project delivery and outcome

The completed refurbishment significantly improved fire safety and regulatory compliance, enhanced residents’ quality of life through upgraded telecare systems, increased energy efficiency and reduced operational costs, and modernised the electrical and building infrastructure to support future proof housing strategies.

Valleys to Coast expressed strong satisfaction with the delivery and outcome of the project, highlighting the attention to detail, clear communication and commitment to quality demonstrated throughout the contract.
