West Berkshire District Council needed a clear, reliable picture of the condition of a varied estate – from educational buildings to industrial units, retail spaces and public facilities. The aim was simple: understand what needed attention now, what would require investment in the future, and how best to plan budgets with confidence.

Easton Bevins were appointed to carry out condition surveys across 26 properties within the estate. With access requirements varying from site to site, the programme was delivered over seven months, with each report issued within one to two weeks of inspection.

Delivering comprehensive condition assessments

Working closely with the council, we coordinated access, undertook detailed on‑site inspections and produced clear, easy‑to‑navigate reports tailored to the client’s needs.

Each survey involved a thorough assessment of all major building elements – walls, floors, ceilings, roofing, windows and external fabric. Our surveyors documented the condition of each component, identified defects and set out practical recommendations for remedial works or ongoing maintenance.

Every report included photographs captured during the inspection, along with a ten‑year maintenance plan outlining indicative annual costs – giving the council a transparent, long‑term view of future investment needs.

Supporting cost‑informed asset management

The surveys were designed to give West Berkshire District Council a strong evidence base for planning maintenance and allocating budgets. Survey costs were scaled to property size, ranging from £230 for smaller buildings to £1,400 for the largest.

The resulting reports provided a clear, structured overview of each asset, highlighting both immediate priorities and longer‑term maintenance requirements.

Coordinating a multi‑site programme

With 26 properties to assess – each with its own access constraints and operational considerations – coordination was crucial. Our team managed all site visits efficiently, ensuring minimal disruption to building users.

Reports were issued promptly after each inspection, typically within one to two weeks, giving the council timely, actionable information throughout the programme.
